The 48 ha Marina Bay was formed in the mid-1980s during the land reclamation of the surrounding areas at Marina Centre and Marina South to provide unencumbered land for the seamless expansion of Singapore's CBD. Throughout the 80s and 90s, the growth of CBD has focused to the north of Marina Bay , resulting in the successful development of Marina Centre into a mixed-used hub comprising offices, shopping, hotels and convention facilities. Further expansion is now underway with development priorities focused on the area to the south and west as part of the Downtown at Marina Bay .
The Downtown at Marina Bay will be developed as a premier waterfront location with high-quality office space for global business and financial institutions, complemented by a full range of residential, shopping, dining, cultural and entertainment facilities. The area will also feature distinctive districts based around lushly planted major public open spaces which will create a sense of place and provide prestigious address locations for the future developments.
The development in the Downtown at Marina Bay is already underway. A commercial building at One Marina Boulevard is nearing completion. Another upcoming commercial development at One Raffles Quay is slated to be completed in 2007. Development of a residential/commercial project on a third site at Marina Boulevard will be commencing soon. A fourth site along Marina Boulevard , fronting the Bay, is being planned as a Business and Financial Centre - the next strategic development in the area.
Today, the Marina Bay is used by commercial traffic to and from the shipping moored in the Straits of Singapore. A barrage is currently being planned to be constructed at the mouth of Marina Channel to separate Marina Bay and other inland water bodies from the open sea to create a freshwater reservoir. With the completion of the Marina Barrage in 2006, Marina Bay will have a stabilised water level with no tidal fluctuations, making it a suitable as a ‘playground' for water-based recreational activities including pleasure boating, kayaking, sailing and water skiing, in addition to the water taxis and cruises which ply Singapore River and Marina Bay today.
The site boundary for the promenade consultancy covers the entire waterfront promenade around Marina Bay , as well two nodes within the existing Marina City Park , as shown in the attached Plan.
The entire promenade loop around Marina Bay is about 3.3 km long and comprises the following segments:
Marina Centre – Esplanade Theatres to Benjamin Sheares Bridge

To the north of Marina Bay the existing promenade at Marina Centre which fronts the Esplanade Theatres and the adjacent vacant site is about 700 m long with an average width of 20 m. The section fronting the Esplanade Theatres has a vertical seawall and was competed as part of the adjacent Esplanade Theatres development. Along Collyer Quay, the New Merilon Pier was completed in…. It comprises of a tiered landscaped plaza stepping down into the Bay with a viewing platform extending out over the water. Further along Collyer Quay, the two existing pier structures - Clifford Pier and the former Customs Harbour Branch (CHB) - will be retained with new adaptive uses to allow activities to take place out over the water when the existing uses are relocated in end 2005. As part of the plan, the north deck of Clifford Pier will be demolished and a 15m wide promenade reclaimed in 2006. To the south the existing seawall the CHB pier the vertical stone seawall, which dates back to the 1920s, will be retained. |
Central and Bayfront – Completing the Loop

To the south and east of Marina Bay , the vertical, granite-clad seawall at Central and Bayfront was constructed as part of the reclamation works at Marina South in the 1980s and 90s. It is around 1500 m in length. Along this area and includes two promontory locations which extend into the Bay In future a new 280 m integrated pedestrian-cum-vehicular bridge will be constructed to link the Bayfront area with Marina Centre and complete the 3.3 km pedestrian loop around Marina Bay. A separate consultancy will be called for the design and implementation of this bridge. |

Along Central and Bayfront a 30m and 25m, respectively ? has been identified for the waterfront promenade. The road network and land parcellation has been set out in the Master Plan 2003. Along Central, the promenade is defined by the future Marina Boulevard which is part of the one way pair of main arterial roads serving the Downtown at Marina Bay . Along Bayfront the promenade is defined by the future Bayfront Drive . This road is planned as a one-way two-lane road which will be designed to be closed to traffic to allow for the staging of events, etc. along the waterfront. |

Within the Bayfront area the central east-west access road is planned as a landscaped link connecting the waterfront promenade around Marina Bay to Marina City Park . There is an opportunity to create a node within Marina City Park …….mention tow nodes… |
The main focus of the consultancy is on the 1.5 km segment of the waterfront promenade at Central and Bayfront within the Downtown at Marina Bay along the southern and eastern edges of the Bay. The Consultant Teams are required to develop a comprehensive design proposal for this segment of waterfront promenade, which will be implemented under the consultancy contract.
For the remaining segments at Marina Centre and Collyer Quay, the Consultant Teams are required to provide ideas on the possible interim use or other activities for the vacant site beside the Esplanade Theatres as new activity-generating uses to be introduced within Clifford Pier and the former Customs Harbour Branch to add vibrancy to the waterfront area. The Consultant Teams are also required to address how to improve connectivity of the waterfront promenade fronting Marina Bay with the future integrated pedestrian-cum-vehicular bridge and the upcoming Singapore Flyer at the Marina Centre Promontory .
