The Participant shall submit the following in accordance with requirements laid down in this section, for the purpose of pre-qualifying and short listing the most appropriate designer to proceed to Stage 2. Failure to do so may render his tender liable to rejection. Submission requirement for Stage 2 will be made known to the appointed Consultant Teams. All cost unless otherwise explicitly stated, shall be at the expense of the registered participating firms.
All submissions shall be according to the following format, and shall contain the following information:
Section One: Covering Letter
The Participant shall submit a covering letter (not longer than one typed written A4 page) indicating his firm's interest in being pre-qualified for the project, and whether the firm will be collaborating with any other firm.
Section Two: Project Team / Organization chart
The Participant shall submit a brief write-up about the firm, its organizational structure, its resources, its financial capacity, experience and quality management systems, using the forms provided in PART B - PARTICULARS OF CONSULTANT.
The Participant shall submit the organization chart planned for this project showing names, reporting lines and responsibilities of the Consultant's personnel, using the forms provided in PART B - PARTICULARS OF CONSULTANT.
The Key Personnel indicated at this stage must see the project through all the 3 stages outlines under para 8 Scope Of Services. Non compliance herein may render the submission liable to rejection. Should it be necessary during the currency of the Contract to replace any of the key personnel, the Consultant must give at least two months notice in writing to the URA. Notwithstanding the approval by the URA of the replacement, the appointed Consultant shall be held liable for any delays caused to the project.
All other information which the Participant wishes to submit relating to the firm, projects done by the firm and references from clients, etc, shall be in the form of an A4 size bound report.
Collaboration with a firm that is familiar with the local rules, guidelines and horticultural stock is encouraged although not required for participation and submission of proposals in Stage One.
Section Three: Portfolio
Consultant Teams shall submit a portfolio of similar award winning urban waterfront promenade projects which are at least 1km long and over S50 million in construction cost, designed and implemented by the Participant or his firm. The Consultant Teams may also submit their portfolio for major parks and open space of similar scale. Participant shall submit the list and description of the project using the forms in PART B - PARTICULARS OF CONSULTANT .
Drawings, photographs, visuals and additional information shall be submitted in a separate A4 bound report.
Section Four: Conceptual Design
Consultant Teams are required to submit a conceptual design to demonstrate their understanding of the site conditions and the unique nature of the urban setting. The conceptual design must demonstrate the Consultant Team's talent in responding to the site condition and their skill in creating places of unique local identity. The conceptual design should be fresh and innovative and demonstrate the potential to create a waterfront destination that will position Singapore on the international map. The conceptual design should also demonstrate the potential to create a asset which will enhance the overall value of the surrounding land and to boost Singapore 's tourism efforts.
The Conceptual Design should demonstrate the following : -

Response to the planning vision of Downtown at Marina Bay and the Cultural Loop to provide an attractive and distinctive experience for people - day and night. |

Response to the site, taking maximum advantage of site features, addressing physical and environmental characteristics, and complementing existing and proposed development on adjoining sites. |

Response to Singapore 's tropical climate and the need for shade and cooling effects. |

Access and Continuity : A design that demonstrates a clear pedestrian network along the promenade and to the surrounding areas. |

Focus on Marina Bay as a Bay of celebration and activities. |

Focus on the public realm through the inclusion of public spaces that are comfortable, interesting, functional and linked to form a linked sequence of enlivened experiences. |

At this stage, the Design Evaluation Panel is seeking design ideas, rather than detailed design proposals. Drawings shall clearly articulate the overall concept and the relationship of the spaces both existing and proposed. The conceptual design should demonstrate innovative creation of space, landscaping and relationships to the water and developments on land. This design must suggest possible use and design of the short term lease sites in Downtown at Marina Bay . The plan must indicate how the proposed bridge from Downtown at Marina Bay can be integrated with the design of the promenade.
The submission shall be on two A1 sheets mounted on not more than 6mm thick white foam boards. Each board shall be on a portrait format. The sheets can contain sketches, diagrams and text. The contents should take precedence over imagery and form. Likewise, clear and simple presentation of design ideas for the promenade should take precedence over the graphic impact of the boards;
The sheets shall include detailed annotated drawings at the following scale: -

An overall site plan and sections of the waterfront at 1:1000 scale |

Plans, elevations and sections of special spaces and features along the waterfront promenade. The recommended scale is 1:200. |

Perspectives of the different spaces and zones created along the waterfront promenade. Plans, elevations and sections can be used to supplement. The plan should illustrate how these spaces are created (ie. Using hardscape of softscape, etc) |

Any other key details or information at an appropriate scale to sufficiently illustrate the idea and workability of the design proposal; |

|
- |
The conceptual design is not intended to be the final design of the project, although it should form the basis for further design development once the consultants / teams have been selected. |

- |
Focus on the public realm through the inclusion of public spaces that are comfortable, interesting, functional and linked to form a linked sequence of enlivened experiences. |
Section Five : Design Report
Consultant Teams shall include 6 sets of the Design Report in their submission comprising: -

maximum two A4 sheet describing the scheme for the waterfront promenade at minimum font size 10pt; |

b. |
maximum two A4 sheets containing the schedule of rate for the promenade and other proposed structures presented in the format in Appendix V; |

c. |
maximum two A4 sheets containing a reduced copy of the two A1 Conceptual Design boards. |
|
|
d. |
Softcopy of the two A1 sheets of the Conceptual Design in .pdf or .jpg format at a resolution of 500 dpi. |
Section Six : Fee
Consultant Teams shall submit his fees for this project. The fee shall be a Lump Sum Consultancy Fee. Scale of fees for the entire promenade and smaller areas (nodes only). |
