SCOPE OF CONSULTANCY SERVICES


SCOPE OF SERVICES

Details of the services required of the Consultant Teams are as follows: -


STAGE ONE : CONCEPTUAL DESIGN

The purpose of Stage One is to obtain statements of qualifications and conceptual designs from interested Consultant Teams with the intention to shortlist teams to proceed to Stage Two to develop the design further.

Consultant Team are to submit their track record, team composition and a conceptual design of the waterfront promenade around Marina Bay according to the submission requirements set out in para 10 below. The Conceptual Design shall meet the design brief set out in para 6 above. Consultant Teams shall give special attention the following to 6 special areas: -

-

Central Promontory (zone A in Plan 2)

- The Cove (zone B in Plan 2)
-

One major activity node along the Eastern edge of Downtown at Marina Bay (zone C in Plan 2)

-

Bayfront Promontory (zone D in Plan 2)

-

Marina City Park (zone E in Plan 2)

-

Marina South waterfront promenade (zone F in Plan 2)


Each Consultant Team is allowed to make one submission.


STAGE TWO : DESIGN DEVELOPMENT FOR SELECTED AREAS

The purpose of Stage Two is to develop the conceptual design further with the primary intention to select the design to be developed in detail and implemented on site. During this stage, Consultant Teams will be required to have regular reviews with URA to ensure the needs and requirements of URA are met and kept within budget.

Each Consultant team that successfully submits their proposal will be paid an honorariums of $10,000.

At the end of Stage Two, Consultant Team may be appointed to implement the entire promenade or only sections of the promenade. The Consultant Team selected to implement the design may be required to make a presentation to URA. If the lead designer is not based in Singapore , URA will reimburse the Consultant Team for one business class airfare and hotel room (for one night).

Each Consultant team is expected to advance the design ideas established in their Stage One submission into an implementable design proposal, according to the requirements and scope of work defined by URA. The design proposal shall respond to and comply strictly with the planning parameters and guidelines set out in the design brief. Attention shall be made to public safety, security, maintainability and cost-effectiveness. In addition, the design shall demonstrate environmental and micro-design considerations for this urban tropical waterfront promenade.

The design proposal at this stage shall comply with all relevant local building by-laws, codes and statutory requirements.


DETAILED DESIGN, TENDER PREPARATION AND SITE SUPERVISION

The Consultant Team/s appointed to detail design and project manage the implementation of the promenade shall prepare all the necessary drawings, specifications and documents for the purpose of calling tender, leading to construction on site. The Consultant Team shall also obtain all necessary approvals from the relevant authorities. The appointed Consultant Team shall also be the project manager to supervise the construction of the works on site.

The scope of work shall include but not be limited to the following: -

-

Prepare all the illustrative / presentation drawings, working drawings, specifications for inviting tenders and supervision services for additional selected areas.

Design and oversee all architectural and engineering works along the promenade.

-

Design and oversee the supply and installation of all landscape works along the promenade.

-

Design and oversee the supply and installation of all street furniture and lighting. The Consultant Teams must work with URA's Lighting Consultant on this aspect of the works.



ADVISORY DESIGN SERVICES

The Consultant shall provide advisory design services in the following areas:-

-

Interface with areas and works design and implementation by URA or any other Consultants.

-

How the promenade will interface with the proposed bridge across the Marina Channel connecting Downtown at Marina Bay and Marina Centre .

Recommendation on selection and location of any additional artwork that is suitable for the overall promenade design. The appointed Consultant Team shall also recommend any potential artist(s), local or overseas, whose works may be suitable for the such works. Where necessary, the Consultant may be authorized to purchase any artwork/sculptures.



SERVICES GENERALLY

The Consultant shall do and perform all acts, matters and things which are usually done and performed by consultants according to the practice of their profession in relation to the works and matters aforesaid, including giving of advice upon any instances upon which the URA may from time to time require it in preparing the project and in carrying out the works relating thereto.
