1. Definition of "qualified and licensed" firm

What are the requirements for a foreign team to be qualified and licensed to provide architectural or civil & structural (C&S) engineering services in Singapore? If my firm does not meet the requirement, how can I participate?
   
  A firm is qualified and licensed to provide architectural or civil & structural (C&S) engineering services in Singapore if it fulfills the following requirements:

a. The principal is registered with Board of Architects (BOA) for architects and Professional Engineers Board (PEB) for C&S engineers and has a valid professional practising certificate. To register with BOA, the requirements are set out in Parts IV, V and VI of the Architects Act (Cap 12). To register with PEB, the requirements are set out in Parts IV, V and VI of the Professional Engineers Act (Cap 253); and,
   
b. The firm is registered with the Registry of Companies and Businesses (RCB).

A firm that does not meet the requirements can team up with qualified and licensed firms in Singapore to participate.

2. Forming Teams

For each bridge, can a C&S engineering firm team up with different architectural firms to form different teams to submit design proposals?
   
  Yes, a C&S engineering firm can team up with more than one architectural firm to form different teams. However, each team is allowed only one submission for each bridge and the C&S engineering firm can be the Project Consultant for only one of the teams.

The same condition applies to an architectural firm who wishes to team up with different C&S firms to form separate teams.

The following illustrates how a C&S engineering firm can form different teams with, say, three architectural firms to submit altogether 3 design proposals for each bridge:

3. Registration

  No, since you have registered, the C&S firm need not be registered. Only one member of the team need to be registered to participate in the Competition.

4. How can I register for the competition? Can I register on-line?
   
  These are the ways you can register as a Competitor

a) Online
Submit your registration and pay on-line to access the competition pack immediately.

b) By post
Print out the Registration Form that is available on the Competition website and post it with appropriate payment to The Promoter, Southern Ridges - Bridge Design Competition, The Urban Redevelopment Authority, 12th Storey, The URA Centre, 45 Maxwell Road, Singapore 069118 (Attention: Ms Ng Bee Theng).

c) Walk-in
Pick up and submit the Registration Form with appropriate payment at the Customer Service Counter, 1st Storey, The URA Centre, 45 Maxwell Road, Singapore 069118.

5. Can I get a copy of the competition package without registering for the competition?
   
  No, the competition package is only available upon completion of the registration form and payment of SGD$20 fee.

6. Do I need to form a team consisting of architectural and civil & structural engineering firms before I can register?
   
  No, but the team has to be formed to produce the submission materials.

7. Can a Council member of the Singapore Insitute of Architects (SIA) participate since the competition is organised in consultation with the SIA?
   
  Except for the president, other council members can participate in the competition.

8. If my architectural firm/civil & structural engineering firm intends to collaborate with another architectural firm/civil & structural engineering firm for the Competition, does the registration have to be made in both companies' names?
   
  No - only one firm in the team, the architectural or the civil & structural engineering firm, needs to register. However, the architectural firm must collaborate with a civil & structural engineering consultancy firm to submit the design proposals and vice-versa.

  Yes, you may register in your firm's name but you will have to team up with qualified and licensed firms in Singapore before submitting the design proposal. The Competition Package is available upon registration.

  Students, landscape architects, artists, sculptors, etc. may participate in the competition by collaborating with an architectural and civil & structural engineering firms that meet the qualifying criteria to participate.

  Two foreign firms can form a team and submit a design proposal provided that the team has an architectural firm (sole proprietorships, partnerships, or corporations) and a civil & structural engineering firm (sole proprietorships, partnerships, or corporations) that are qualified or licensed to provide professional services in accordance with the laws and requirements in existence in Singapore.

12. Will a list of registered firms for the Competition be released after the closing date?
   
  No, anonymity of registered participating firms/teams will be preserved throughout the entire duration of the Competition. The list of registered participating firms/teams will only be released after the winner and the two merit prizes for each bridge have been announced.
